Former Taiwanese President Ma Ying-jeou is visiting China, just as Taiwan's current president, Tsai Ing-wen, prepares to head to Latin America and the US. It is the first by a current or former Taiwanese leader since 1949. But Ma says he will not meet with high-ranking Chinese officials while there.
